I should have hardly thought it possible that by an expenditure of $50,000, hundreds of lives would be saved during typhoon season. Hennessy is very confident, asks for approval by telegraph.
Sir John Coode is on his way to Australia, so perhaps this scheme should be reported on at once by some other professional authority; & if this went through, perhaps he would suggest some one to find the money.
